Experiencing Uganda - Chiranjibi Rijal

When DCA Nepal decided to deploy me for an official mission to Uganda, there was no bound of my happiness. It’s not only because a new country was adding in my list, but for an expectation of new leanings and experiences that I’d be gathering from this new venture. This is my second mission in the African Region. In 2012, I spent almost three weeks in South Africa for a Local Economic Development course, but this mission seems to be little different.
Beneficiaries Satisfaction
It’s been almost two years since I joined DCA under the capacity of livelihood officer for earthquake recovery project. In the past two years I have seen people making significant change in their livelihood with the support from DCA. I have spent more than a decade, of my professional time in rural Nepal with various organizations. As a development professional, the only thing we want to see is happiness on the faces of beneficiaries after their dreams come true. We are not just supporting with seed money to start entrepreneurship but also to guide them and show a path towards sustainability.
With Different Beneficiaries
Since the beginning of the 1990s, the Ugandan economy has improved radically. The government is attempting reforms in order to achieve economic stability and has privatized several public companies. Corruption is widespread in Uganda and it affects the poorest part of the population heavily. The situation here in Uganda is pretty similar to Nepal. We get to hear and see such news everyday. Now, I am in Northern Uganda at Yumbe district, where many South Sudanese refugees are being hosted by the Uganda’s government. Office of the Prime Minister (OPM) and UNHCR is officially leading the process of refugee registration and settlement processes. DCA and many other international organizations are operating their mission in Yumbe with the help of OPM-UNHCR’s coordination.
I have been involved in the humanitarian response activities to the South Sudanese refugees in Bidibidi Settlement in Yumbe, Uganda for leading the cash based livelihood intervention and develop interventions, market linkages, income generating activities, cash for work, and skills training package for the project among others. The role is almost similar to what I was doing in Nepal except the beneficiaries are different. Refugees are having a tough time here and we humanitarian workers are trying to make their life easier. My role doesn’t end here. It also includes to identify opportunities for market based livelihood options linking refugees with the host populations, develop training programs for implementing team to assist the families in developing new skills, as well as their traditional skills to establish alternative livelihood options and develop livelihood strategies for livelihood programs. Finally, I have been granted this opportunity to learn and grow both professionally and personally. It’s an honor to be a part of the DCA Uganda Team and so thankful to everyone who supported to make this happen.

An approach creating resilient communities

“Build back better” or “building resilience” has been the most discussed about topics post-earthquake. However the challenge still remains as to our strategy to make sure that this happens. Currently DCA is implementing different recovery projects aiming to reinforce resilience mainly by restoring lives and livelihood of the communities. This entails bringing affected communities back to the situation they were in before the earthquake and gradually strengthening their capacity for a better life. This has been supported through different components that have enabled DCA and its local partners to address some of the basic needs in the poor communities where we are working.

 For this, we are supporting water schemes to increase access to clean and safe water along with improved access to decent latrines at homes so that people do not fall sick. We are also supporting School WASH activities so that students have adequate water and toilets in schools. Promotion of hygiene behavior for good hygiene practices stays as an integral component. Livelihood activities are supporting to increase income of the most vulnerables either by supporting household level business plan or imparting knowledge on improved technologies or input support. Community based psycho-social support through community mediators and awareness in the schools through trained teachers to prepare for the future disasters, shocks and stresses is mainstreamed into each programme component. The project is also supporting to develop skilled masons by providing skills and knowledge on construction of earthquake resilient structures. 

Although DCA has been responding through a multi-sector approach to meet multiple needs of the earthquake affected communities, at times it has been felt that the integration between the sectors or working in tandem has been a persistent challenge. We have been continuously trying to systematically bring together the different components for increased impact on people’s lives. During our different field trips and interactions with many people from different ages, gender with different occupations, castes and ethnicities in Gorkha and Dhading, the major issues that we were consistently hearing had revolved around water access and uses among others.

It was mainly about difficult access to water for domestic uses or for cattle or watering their garden or farms. Many communities did mention about dried spring sources after the earthquake probably due to ground movement. The results or the consequence from having limited access to water were clear to us. Communities reported that there were increased incidences of diarrhea, disease outbreaks and increased prevalence of malnourished children after the earthquake. These practical challenges triggered us to come up with a concept that we named as “Healthy Garden Healthy Home” (HGHH). It is about bringing various components together such as water, sanitation and hygiene (WASH), nutrition, income generation, food security, disaster risk reduction for reinforcing resilience of the communities by providing multifaceted benefits.

 This concept puts water in the central stage as water is a key component towards diversifying livelihoods. This focuses at the homestead level and targets ultra-poor families. This is building upon field experiences and feedbacks received to address some of the challenges emerging in the post-earthquake scenario. Over a decade of working in different regions in Nepal, DCA has learned that the water demands in the communities or individual extends beyond use for a single purpose. People often tend to use domestic water around households for productive uses which include a range of small-scale activities that enable people to grow household food, produce fruit and vegetables for consumption and sale, keep livestock, rear fish etc. 

 The priority proposed in the concept is that people first have access to clean and safe water that is ensured through supporting to build robust and resilient water conveying structures. The surplus water can be diverted to the kitchen garden and for other homestead productive activities such as growing vegetables and other productive uses. The households can have easy access to nutritious food in their backyards and they can also sell surplus in the local market. This is also about small scale management of water resources that can give the poor good nutrition, and more diverse and more secure income. Therefore, wherever adequate water is available, the approach ensures that each household has a small kitchen garden of a few square meters, where onion, tomatoes and leafy vegetables are grown along with management of water for their livestock. 

There are many ways in which “Healthy Garden Healthy Home” can be implemented. The multiple uses of water can be accommodated from the beginning during the water service provision design and can be done by installing certain add-ons. This can be planned from startup phase during the design and implemented through a phased expansion. Different water sources can be used simultaneously such as springs, streams, rainwater, surface runoff or waste water. Each source can be used for the most appropriate purpose. DCA has been supporting structures for rainwater harvesting for both domestic and productive uses whilst prioritizing domestic use in areas with extreme water scarcity.

HGHH is also about attaining water security which means that people and communities have reliable and adequate access to water to meet their different needs. They are able to take advantage of the different opportunities that water resources present and are also protected from the water related hazards. The technologies required for the activities of the concept is not new or special. The skills needed for technical design and details can be managed by the technical staff at local NGOs that are currently involved in survey, design and implementing current water supply projects. The major difference is the way we perceive things from the conventional Projects.

The agriculture and livestock activities around the homesteads are ensured by the technical and trained staff. They provide technical training and support on the appropriate agriculture and livestock inputs. This may vary from the drought resistant seed varieties to the latest breeding bucks. Homestead refers to the home and the immediate surrounding land used by the family. Many small plot production activities happen at this level including vegetable production, fruit production or household fish farming. Most of the poor people spend a very high proportion of their income on food as they do not have enough land to produce food for all of their needs. They grow some produce on small plots of land around their homestead or on common property resources or common lands. Homestead plots are easily developed under individual initiative. Growing vegetables within the homestead is also more convenient and secure.

 Additionally, the disaster risk reduction is mainstreamed into the concept by preparation of disaster risk management plans undertaken through identification of hazards and vulnerabilities. Ensuring that people have access to safe water, water safety plans are embedded into each water supply systems. Water safety plan is a management tool for securing drinking-water safety from water source to point of use through continuous monitoring and preventive maintenance of water supply systems. For further reinforcing resilience of the community, technical advice will be facilitated for agriculture and livestock insurance. Given the high acceptance of the community on livestock insurance, DCA has planned to expand insurance schemes to water supply systems. There are many water supply systems across the country that have been damaged due to natural disaster such as landslides and flood or pipeline damaged during road development in the rural areas. The insurance of these systems would be helpful for the communities when major repairs are required. The premium for the insurance can be paid through the routine monthly water tariff collected by the users committee. 

 DCA is starting the concept with 700 families in Gorkha and Dhading districts and plans to scale up from the learning. In between we will need to do a lot including prepare ourselves, and come up with clear implementation guideline. We are thankful to DCA and our partners for their hard work thus enabling us to live up the “Healthy Garden Healthy Home”.

Community water resource management: A suitable option for sustainable rural livelihoods

Farming community in Rajha village in Nepal, through effective management of the scarce water resource and good governance mechanisms, have moved towards building sustainable communities.

In Gulmi district in the Western Development Region of Nepal, dry season is as long as eight months. About 90% of total annual rainfall is received during four months in the summer season. Rajha village lies in the hilly region of the district and has a sub-tropical climate. There are no additional sources of water except monsoon rainfall.
The village suffers from alternating cycles of excess water and water scarcity. Twelve years back, people used to rely on a single source of spring-water for drinking and household use. Being located away from the village, communities required to walk for an hour to fetch water from this spring. In 2002, the Resunga Drinking Water Supply Scheme, started supplying drinking water through its 16-kilometer length pipeline with scattered distribution outlets. Though the communities got access to safe drinking water, it was not sufficient to meet the domestic and irrigation needs. Therefore, rain-fed subsistence agriculture has been predominant in the area.
In order to cope with the prevailing situation, in 2007, a few community members started harvesting rainwater from rooftops. The water thus collected was used for household needs during the dry season. As the rainwater storage tanks constructed at household level were small, water was not sufficient for irrigation. The community then got together and established an agriculture cooperative, named Nava Durga Agriculture Cooperative, with 35 members. Initially, the cooperative delivered saving and credit services to local groups. Later on, in 2009, the cooperative formed a “Water Management Committee (WMC)”, with nine members.
The WMC with partial external support constructed a plasticlined water storage tank with the storage capacity of 600,000 liters of rainwater. The harvested water was available to 34 households; the water user group (WUG). The storage water was strictly used for income generating activities such as growing off-seasonal vegetables and rearing improved breed of cattle.

The demand for water increased, as the neighboring community also showed interest. The WMC came up with an ambitious water project called “Pakhu Khola Dharapani Lifting Irrigation Project” to meet the increased water demand. The total cost of the project was NRs. 2.9 million (USD 29,000) of which community shared 91% of the total cost, and the rest was supported by the District Agriculture Development Office (DADO)-Gulmi and Gaudakot Village Development Committee (VDC). The WUG was expanded to 63 members covering 70% households of the village and started lifting irrigation in 2010.
The lift irrigation scheme lifts spring water from 190 meters downstream (1,324 meter altitude) and stores water in at collection tank constructed on top of the village (1,514 meter altitude). At the source, a tank of 35,000 liters collects water from two small springs as Pakhu Khola and Dhara Pani with a total discharge of 0.05 liter per second during the dry season. Water from the source is pumped by 17.5 HP submersible motor which lifts water at 1,000 meters horizontal and 190 meters vertical distances.
Two distribution tanks are located at the center of the village which receive water from the main collection tank located at the top of the village. The distribution tank has distribution pipe lines with valves at the bottom from which water is supplied to the individual household tank of 2,000 liters. Water is distributed to members through a separate pipe. Households use collected water to irrigate vegetable fields, for livestock and other domestic uses.
Membership is open to all households in the village. The membership fee is NRs. 10,000 (USD 100) per household, who had already contributed to the project. The fee is NRs. 50,000 (USD 500) for the new household. In addition to membership fee, all the members pay a nominal monthly operational cost that is used for repairs and maintenance and towards costs of electricity bill. As members, each household receives water in a fixed schedule (3 hours a day) through a separate distribution pipeline. The household can store water in the tank of 2,000 liters. It is mandatory that water should be used for income generation activities only. In case of violation, the member has to pay a fine and the water supply is cut off.

Managing water use

The Water Management Committee (WMC) is one of the sub-committees of the cooperative, which is responsible for the operation and maintenance of water supply schemes. The WMC comprises of nine members (5 women and 4 men) including a president, a vice president, a secretary and a treasurer, and five board members. It represents sixty three Water User Groups (WUGs) and guarantees the proper functioning of water supply schemes and ensures that the water source is well managed.
The WMC is also registered in District Water Resources Management Committee (DWRMC), and has by-laws and operational guidelines. The WMC sets rules and regulations in the regular meetings. Generally monthly meetings are held, however, special meetings are also arranged if necessary. The WMC endorses operational decisions, such as operation and distribution schedules, maintenance of the system, recruitment and mobilization of operators and other manpower requirements. However, the general assembly of WUG, which is held twice in a year, decides on water tariff, distribution volume, expansion of the project, and membership fee.

Out of total credit mobilized from cooperative, 85% is issued for women. Women are not only the beneficiaries of the project, they are part of all the management committees, e.g. 55% of WMC members, must be women. Out of 22 farmer groups, more than 50% groups have women in the decisionmaking position.
Besides the Water Management Committee, there are three more sub-committees in the cooperative - Credit Mobilization Committee, Insurance Committee, and Market Management Committee. The Credit Mobilization Committee facilitates savings and provides small credit to farmers. The Market Management Committee is responsible for input and output operations of the agricultural products.
The committee coordinates with agro-input suppliers, and collects and disseminates market information to its members. The cooperative has adopted a collective marketing system of agricultural products. Thus, it has established its own vegetable and milk collection center. The Insurance Committee insures cattle with a premium of NRs. 1,000 (USD 10) per cattle and pays back up to 80% of the total cost of cattle in case of casualty. Also, the cooperative enhances the capacity of farmers by providing skill and vocational development trainings, exposure visits, etc. The cooperative board is responsible for overall management of the cooperative and coordinates with public and private sectors.

Access to water improves livelihood

Women empowerment is one of the major impacts of the water project.
Access to irrigation water is an attractive option for poor farmers in Rajha village to initiate income-generating activities. The most direct outcomes of the irrigation scheme are changes in crop diversity, cropping intensity, and crop yield.
The farming system was typically subsistence and used to be two crop cycles in a year - maize/millet-mustard/beans/ lentils. With the increased access to irrigation water, necessary agro-inputs, credit, and market information, the subsistence farming has been changed to commercial farming. Farmers now follow three crop cycles, such as cucurbits/tomato - Cole crops/tomato - green pea/okra. Currently, there are 63 vegetable farms, 45 improved cattle, two poultry farms, and two pig farms. Due to increased income generating opportunity in the village, migration is reduced.
During field visits, it was observed that some households (about 30%) who had once migrated to India and Middle East have returned to the village and initiated commercial agriculture. Institutional development, such as cooperative and WMC are the positive impacts of water project which has developed linkages with government agencies and private sectors. The community has managed water in an efficient way through better water governance.
The equitable distribution of water supply has benefited all members of the village, including disadvantaged and marginalized people. Women empowerment is one of the major impacts of the water project. With access to water and credit, women are involved in income generation activities and are key decision-makers. Thus, effective management of the scarce water resource has contributed towards sustainable community development by increasing household income, community assets and value, cooperation and good water governance.

The community of Rajha village in Gulmi district has incrementally improved water management with a combination of technology and good governance. They were oscillating from times of water excess in summer to scarcity for up to eight months each year. Limited drinking water prompted initial action in 2007 when a few community members started harvesting rainwater from their roofs. Next the community took steps to improve their livelihoods and water remained their focus.
In 2009, 35 people started the Nava Durga Agricultural Cooperative. With some financial support they built a 600,000 litre rainwater storage tank, enabling 34 members of the newly formed ‘water users group’ to grow vegetables during the dry season and some to rear cattle. This success inspired an ambitious new project. The water users group almost doubled and the cooperative moved to set up the Pakhu Khola Dharapani Lift Irrigation Project.
A focus on equitable distribution of water has allowed 70 % of the village households to increase crop production and diversity and village out-migration has reduced. The community’s success started with inclusive participation and leadership – women are well represented in decision-making positions. The formation of cooperative governance structures also enabled them to build a network with public and private institutions that supported their work. And lastly, owing to the bottom-up nature of the irrigation project, it fit holistically into the community’s own vision of development.

The Kathmandu Valley with five municipalities (Kathmandu, Lalitpur, Kirtipur, Bhaktapur and Madhyapur Thimi) produces the highest amount of solid waste in Nepal amounting to approximately 620 tons per day. This comprises of 19% of plastic waste consisting of polyethylene bags, plastic wrappers, mineral water, and soft drink bottles, also known as PET (polyethylene terephthalate) bottles (ADB, 2013). One of the crucial components of plastic waste is the PET bottles. Consumers dispose the PET bottles after use but these bottles potentially have a high value as a resource, i.e. they can be recycled into raw materials, which can then be used for manufacturing textiles, carpets and other industrial products. As a result, PET bottles, due to their potential for high monetary return, are readily picked by waste pickers, which are then sold to waste collectors. These waste pickers or primary waste workers (PWWs), whose earnings fluctuates with the market, are sparsely organised.

The role of waste workers (WWs) in the waste management of the Kathmandu Valley cannot be undermined. It is estimated that around 10,000 to 15,000 waste pickers and 700 to 800 kabadis (scrap dealers/owners) are engaged as PWWs and secondary waste workers (SWWs), respectively, in the Kathmandu Valley (PRISM, 2014). A study on informal waste management suggests that it is only by understanding, acknowledging, and incorporating informal waste workers into new ways of delivering improved services that sustainable solutions may be found with regards to increasing levels of resource recovery and a more safe and sound livelihood (Nas and Jaffe, 2004; Rouse, 2004; Scheinberg et al., 2006).

Against this backdrop, this study was conducted in the aforementioned five municipalities of the Kathmandu Valley as well as in Okharpauwa of Nuwakot district with the objective to gauge the present socio-economic conditions of the PWWs in order to better understand their underlying issues. Furthermore, in order to be able to exploit the opportunities in terms of recycling waste PET bottles, a thorough market analysis of market supply, market size of the waste PET bottles and pricing policies, etc. was conducted. The study has used both quantitative and qualitative information. Respondents were identified and selected using snowball and convenience sampling techniques. Qualitative information was collected through both person-specific and group-focused interactions by using rapid assessment techniques such as focus group discussions (FGDs), key informant interviews (KIIs), and case studies.

The major findings of the study are as follows:

  • There are a total of 15,539 PWWs in the Kathmandu Valley. From the 151 locations inside the Kathmandu Valley that were visited for the purpose of this study, it was found that there were a total of 15,539 individuals working as PWWs inside the five municipalities of the Kathmandu Valley, and Okharpauwa, Nuwakot.

Adaptation of Micro-Irrigation in Nepal


Small Scale Water Storage Systems: Appropriate means of improving Agricultural Livelihood in the Hills of Nepal

ABSTRACT
Agriculture is the backbone for sustaining rural livelihoods in Nepal. Such an important sector is predominantly based on natural rainfall. Although Nepal is blessed with abundant rainfall on annual basis, most of it occurs during four monsoon months leaving other months almost dry. The hill and mountain slopes are the most water scarce areas. Climate change effects have further aggravated the reliability of rainfall as seen from past years.Poorest have been the hardest hit due to their low adaptive capacity. To cope with the seasonal water scarcity local community have built varieties of water storage structures since historical times. Over years improved modern structures have also been adopted by them with or without agency support. These water storage systems have made significant improvement in the agricultural livelihoods of the rural hill community through easier access to water for micro-irrigation to grow high value crops, livestock watering and domestic water needs. Especially, small water tanks at household level such as modified thai-jars have profound positive effect among rural women who take the prime role to manage water for multiple uses. This paper presents a description of various types of water tank technologies being used by the hill communities of Nepal. Some international experiences have also been cited. Basic impacts of the tank users in their livelihoods are presented. Constraints and opportunities at local and national levels for tank dissemination are identified. On the basis of findings some recommendations are proposed for future course of actions including policy issues. Year-round irrigation is available, farmers grow irrigated crops – wheat, potatoes and vegetables in winter; and spring paddy, mungbean and irrigated maize in spring. Crop production in the dry season has been made possible largely by irrigation, though rainfed winter cropping is feasible in areas of high rainfall (in central and eastern regions) and also through using residual soil moisture following the wet season rice crop. The methodologies used were review of secondary information, field observation, and interviews. Finally potential for its expansion is projected and institutional implementation framework is recommended.
